Yes, you can file an RTI application under §6(1) to the PIO of the police station, asking for the current status of the investigation. You can ask for the case diary and the charge-sheet under §173 CrPC.

The PIO might deny the information citing §8(1)(h), but you can argue that the investigation has been pending for a long time, and the information can't be denied under this clause. Refer to the R.K. Jain 2013 case.
