Second appeal: CIC refused to provide information on hospital empanelment

I filed a second appeal with the CIC, asking for the list of hospitals empaneled under the Ayushman Bharat scheme in my district. However, the CIC refused to provide the information, citing §8(1)(j) of the RTI Act 2005. I think this is not a valid reason. Can someone please help me understand the CIC's decision?

The CIC's decision is not valid, as the list of empaneled hospitals is a public document, and §2(f) of the RTI Act 2005 deals with the right to information. You can cite the R.K. Jain 2013 case, which deals with the disclosure of information related to public schemes.

You should have filed a complaint with the CIC, instead of a second appeal, as per §18(1) of the RTI Act 2005.
