PIO refused to provide information on hospital sanitation

I filed an RTI application asking for the information about the sanitation facilities in a government hospital, but the PIO refused to provide it, citing §8(1)(j) of the RTI Act 2005. I think this is not a valid reason. Can someone please help me draft a first appeal to the Appellate Authority?

You can draft a first appeal under §19(1) of the RTI Act 2005, stating that the PIO's reason for refusal is not valid. You should also cite the Khanapuram Gandaiah 2010 case, which deals with the disclosure of information related to public health.
