You can file an RTI application under §6(1) of the RTI Act 2005 to the RTO, asking for the policy for getting a driving licence in India.

Before filing an RTI, try to check the official website of the RTO or the Ministry of Road Transport and Highways for the policy.

The RTO may provide the policy, but it may not be up-to-date. It's better to check the official website for the latest policy.

As per the Subhash Chandra Agarwal v CPIO SC 2019 case, you have the right to know the policy for getting a driving licence in India. File an RTI application and ask for the policy, and also ask for the latest updates.
