Property mutation delay — 13 months at tehsildar office

Father expired in 2024. Submitted mutation papers in April 2025, all docs accepted. 13 months on, status 'pending'. Tried RTI-online but Maharashtra state portal not accepting RTI to revenue dept. Now what?
