The grounds for filing a second appeal can include the FAA's failure to provide a satisfactory order, the PIO's failure to provide the information, or any other reason that you believe justifies a second appeal.
You need to provide a copy of your original RTI application, the PIO's reply, the first appeal, and the FAA's order. You should also provide any additional evidence that supports your appeal, such as documents or witness statements.
In the case of Girish Deshpande (2013), the CIC held that the appellant must provide sufficient grounds for filing a second appeal. You may want to cite this case in your second appeal to argue that the FAA's order was not in accordance with the RTI Act.
