How to appeal CIC Decision;

Sir, My RTI application was rejected under commercial confidence from BHEL which was appealed to CIC. In the CIC presented complete written arguments requesting details of Materials including Free Supplied, Used for the work, Wastages, Return, and penalty levied for non return of material, And these information are represented in quantity only not commercial information. During the Hearing, I presented every details, and argued that quantities of the steel to be provided under RTI. However, CIC decided that Quantity of Steel supplied to be provided and ordered the PIO to disclose this information. My Request in the RTI was not addressed. I have already known from the tender clauses stated that BHEL has supplied XX quantity which was also submitted in the RTI/Appeal application. But now CIC ordering that Supply quantity to be disclosed to appellant. Now with this CIC decision my RTI query is still not addressed. What next, Can I file a complaint/appeal with the CIC itself or WP to High-Court. Please do let me know. Thanks.
