You should also ask for the criteria used for empanelment, as per §2(j) of the RTI Act 2005, which deals with the right to information.

The Ayushman Bharat scheme is a central government scheme, so you should have filed the RTI application with the central government's PIO, as per §2(a) of the RTI Act 2005.
