What is a Virtual Court for traffic challans?

A Virtual Court (vcourts.gov.in) is an online court where many traffic challans are decided. You can pay the fine online, or contest the challan by pleading not guilty and uploading evidence — a magistrate then decides the case without you having to attend in person.
