SIC ignored certified copies asked in rti application

An rti was filed with PIO. no reply was given by pio within the prescribed 30 days. Then first appeal was filed no reply was given by FAA. Then second appeal was filed in SIC in third hearing SIC disposed off the appeal with giving only partial information while certified copies of documents were asked but no certified copy was provided of the asked document. Now what to do in that situation? Please suggest
