Start with the assigned local police station / SP passport cell shown in your status. If that fails, escalate in this order:

• The Regional Passport Office through Passport Seva grievance options
• CPGRAMS (pgportal.gov.in) against MEA / the State Police
• An RTI to the District Police asking the status of your PV report
