What is a Second Appeal and when do I file it?

If the First Appellate Authority also rejects you, or does not decide in time, you can file a Second Appeal under Section 19(3) to the Central Information Commission (CIC) for central public authorities or your State Information Commission (SIC) for state ones.

The deadline is 90 days from the FAA's decision (or the date it was due). The Commission's order is binding and it can direct disclosure plus impose a penalty on the PIO.
