What is a 'deemed refusal' in RTI?

A deemed refusal is when the PIO does not reply within the statutory time limit. The law treats that silence exactly like a rejection, so you do not have to keep waiting — you immediately gain the right to file a First Appeal under Section 19(1).

It also means the information should normally be provided free of charge because the PIO missed the deadline.
