Starter question based on recurring Ask RTI reader problems: PIO says old file is not traceable. No search memo, no responsible officer, no reconstruction. What should first appeal ask?

I filed an RTI application asking for the budget of a government hospital, but the PIO refused to provide it, citing §8(1)(j) of the RTI Act 2005. I think this is not a valid reason. Can someone please help me draft a first appeal to the Appellate Authority?
