What is property mutation (dakhil-kharij / namantaran)?

Mutation is the process of updating the land or property record in the revenue or municipal register to show the new owner after a sale, gift or inheritance.

It is processed by the Tehsildar / revenue office for land and by the municipal body for urban property. Importantly, mutation by itself does not confer ownership title — it only updates the record for revenue and tax purposes.
