Starter question based on recurring Ask RTI reader problems: I submitted documents at municipal counter. They now say not received. Can I get CCTV footage or entry log under RTI?

I filed an RTI application with the PIO of a government department to get information about the details of a project. The PIO replied, but the information was incomplete. I filed a first appeal, but the FAA did not provide a satisfactory order. Now, I want to file a second appeal with the CIC. What evidence do I need to provide to support my appeal?
