How to apply for PMAY-G scheme in rural area

I am a resident of a rural area in Maharashtra and I want to apply for the PMAY-G scheme. Can someone please guide me on how to apply and what documents are required? I have heard that the application process is online, but I am not sure about the details.

Mother is a PMAY-G beneficiary in Tamil Nadu, sanction order issued 14 months ago. First installment received but second never came. Walls are half-built. RTI to whom?
